It is very important to know whether to appeal as the driver or the keeper of the vehicle. The keeper has much more protection than the driver.

Are the private parking companies deliberately not sending out initial PCNs?

Based on the number of members on the MSE Private Parking Forums who have stated that they never received any initial correspondence/PCN which has left them disadvantaged and unable to either appeal or pay a discounted charge, we suspect that there is a deliberate attempt by the PPCs to thwart their victims and force them into more expensive outcomes.
